A delay that could affect thousands. The San Miguel consortium used unauthorized materials and caused a 14-month delay in the delivery of 20 kilometers of pipes for the largest sanitation project in Peru. Sedapal estimates that the fine for this violation would be approximately S/60 million. The work is scheduled to be delivered in August 2025.

In early August 2021, Cetabal and the Sino-Peruvian consortium signed an agreement to execute the Nua Rinconada, a water and sewage project south of Lima worth about S/1,200 million.

To date, however, the federation has accumulated five fines and a sixth, already on the table, could delay the provision of work that will benefit the 350,000 residents of San Juan de Miraflores, Villa Maria del Trinfo and Villa El Salvador.

In a written document sent to this newspaper, the San Miguel Federation assured that the work would be delivered 100% within the established period. For San Miguel Consortium Resident Engineer Antonio Hernández and Nueva Rinconada Supervisory Consortium President Alfonso Escobar, the delay of 20 kilometers of pipes will not affect the completion of the mega project. According to Manuel Barbosa, a civil engineer with experience in planning and design work, the only way to speed up the process is to install pipeline sections simultaneously, which will require more personnel and more budget.

On August 9, 2021, a few days after the appointment of Kaynar Alvarado and Salatiel Marrufo as Housing Minister and Chief Advisor, Cetabal and the San Miguel Federation signed an agreement for the Nueva Rinconada project. The shares of the consortium are distributed as follows: China Machinery Engineering Corporation (50%), 2H Engineering and Construction SAC (25%), and Sigma SA Contratistas Generales (25%).

Although the federation was ratified on April 22, 2021, the agreement was signed in early August. The reason? On May 13 of the same year, the Sino-Peruvian consortium lost the tender for not submitting documents within the established period. However, the company appealed the decision before the State Procurement Tribunal – OSCE and the United Nations Office for Program Services (UNOPS). Later, it was UNOPS that notified the Federation on July 15 that it was withdrawing the project. “This is a bit unusual. Ideally, a good selection process should be carried out with clear rules,” said expert Gavino.
