According to the resolution, José Luis Castillo Alva, aka “Pepe Lucho,” is accused of “maintaining ties and activities” with Los Guellos Blancos del Puerto, a criminal organization comprised of judicial branch officials. The defunct National Council of the Judiciary (CNM) has reduced judicial aid and penalties, benefiting dozens of businessmen, mostly from the fishing industry.

According to the court order, Alva Castillo was an interlocutor in the habeas corpus of Jesus Alvarado Gonzalez del Valle, Juan Antonio Bezantes Gutierrez and Orlando Velázquez Benítez. Regarding the latter, the prosecutor’s office “expresses doubts” over his election as chairman of the defunct National Judicial Council.

According to the prosecutor’s thesis, Alva Castillo participated in, coordinated and organized meetings with members of the criminal organization. Among them, meetings at the Sheraton and Ataji and Don Fernando restaurants – were attended by Walter Rios Mondalvo, Mario Mendoza Diaz, Miguel Angel Torres Reyna and Orlando Velázquez Benítez.

The Public Ministry says Alva referred Cesar Hinostroza, now a fugitive, to businessman Salvador Richie Cortes, who is being investigated for money laundering. As recalled, Richie Cortes, a partner in the La Paz Hotel and Maria Angola Convention Center, admitted giving gifts to Hinostroza.
