MinTIC: Connectivity, Education and Digitization on the 2024 horizon

From connectivity projects in remote areas to training initiatives in digital skills, transformation through technology.

Positive points that worked last year
'From MinTIC We are working to bring connectivity and technology to transform the lives of Colombians. Therefore, these efforts are multi-pronged, promoting the allocation of ICT, connectivity and education on technological issues, continuing to close digital gaps and promoting connectivity and digital transformation in regions of the country, especially isolated and vulnerable areas.

At the connectivity level, the priority is to reach out to historically disconnected communities and realize that access to technology is the door to a world of knowledge, information, opportunity, productivity and wealth. Therefore, during this administration, in collaboration with the National Development Plan 2022 – 2026 “Colombia World Power”, we are developing projects that include the use of telecommunications infrastructure through the “Connection Way”. Below, we share a short review about them.

Community Zones (ZCP) for La Paz
The Community Zones for Peace (ZCP) project was developed in collaboration with the Agency for Regional Renewal (ART). It was presented on October 10, 2023, during the “Gobierno Listen” conference in Tumaco (Nariño), and focuses on the installation, commissioning and operation of 1,262 social Internet access solutions through Wi-Fi zones located in city centers. Localities or rural communities of municipalities covered by development plans with regional approach (PDET).

These connectivity solutions will be operational till July 2026 and will be installed in official rural education centers without connectivity service, benefiting 162 PDET municipalities in 19 sectors of the country. Each ZCP will have two internet access points, one inside the public institution, to benefit students and teachers in their academic day, and the other outside, for the benefit of the surrounding community, where the service can be accessed. The plan has a national investment of $205,992 million for the periods 2023 to 2026, with the Single ICT Fund contributing $165,992 million and the Regional Renewal Agency contributing $40,000 million. Installation of Community Zones for Peace has already begun and will be built in the first half of 2024.

The project we developed in collaboration with InterNexa to bring broadband internet to 178 municipalities located in the departments of Caca, Soco, Nariño, Valle del Caca, Antioquia (Urapa region). La Guajira, Amazonas and Vichada For 10 years. Current internet penetration in these regions and regions is less than 12%.

The aim is to connect more than 400,000 homes, connected communities and public educational institutions in Tier 1 and 2 with broadband internet with the integration of local internet service providers.

In order to connect the first 144,225 families and organized connection communities in tiers 1 and 2, broadband internet was prioritized in 36 out of 38, Specific Agreement No. 2 was signed on October 16, 2023, affecting the following municipalities: Caloto, Corinto , Morales, Padilla, Piendamó, Puerto Tejada, Santander de Quilichao and Villa Rica, in Cauca; Quipto and El Carmen de Atrado, en Soco; Alban, Belen, Buzaco, Colon, El Penol, El Tablon de Gomez, El Tambo, La Florida, La Union, Narino, San Bernardo, San Pablo and Yaquángar, in Narino; Andalucia, Buenaventura, Bucalagrande, Dagua and Viejos, in Val del Cauca; Turbo, in Antioquia, and Barrancas, Distracion, El Molino, Hatonuevo, La Jagua del Pilar, Micao, San Juan del Cesar, Urumida and Villanueva, in La Guajira.
