Consider:
Order dated September 9, 2021 no. 605 vide CABEI LOAN MODEL NO. 2274 approved the entry of up to 500 million dollars between the Argentine Republic and the Central American Bank for Economic Integration (CABEI). 000) is intended to partially fund the “Pilot Program for the Digital Transformation of Argentine SMEs”.
The general objective of the project is to contribute to increasing the competitiveness and productivity of SMEs through a pilot program of digital transformation towards the Industry 4.0 model.
The aforementioned plan is structured into seven (7) components: (i) “Technology Infrastructure for Digital Transformation”; (ii) “Human Capital Training in Skills 4.0”; (iii) “funding for digital transformation”; (iv) “administration, monitoring and program regularization”; v) “Monitoring, Evaluation and Audit”; vi) “Contingency and Escalation” and vii) “CABEI Commission”.
As per section 4 of the above decree, the erstwhile Ministry of Productivity Development, through the erstwhile Small and Medium Enterprises and Entrepreneurship Secretariat, was designated as the implementing agency of the “Pilot Transformation of Orgital Programme”.
Likewise, the Secretariat of Strategic Affairs of the Presidency of the Nation, acting as sub-executor of the program, will be responsible for the implementation of the resources allocated to its assessment and will depend on all the production activities mentioned. ACTIVITIES AND CONTRACTS NECESSARY TO IMPLEMENT THIS PROJECT.
Order dated August 3, 2022 no. 451, amended the Ministries Act -1992- and its amendments, and established that the Ministry of Economy shall be a continuation of the Ministry of Economy for all its purposes. The folio is referred to in the second period.
For its part, Order No. dated December 19, 2019. 50 and its amendments, particularly Ordinance nos. 404 dated July 14, 2022 and 480 dated August 10, 2022 approved the Application System Chart of the Centralized National Administration up to the level of Deputy Secretary, which establishes the objectives of the Industrial Secretariat and understands the development of various economic developments. Industrial Sectors; identifying their financial and technical assistance needs; as well as promoting productivity strengthening at the sectoral and regional levels; Understanding in elaboration, proposal and definition of public policies and studies targeting micro, small and medium enterprises and entrepreneurs, coordination with areas of competence in this regard.
Likewise, it corresponds to the Sub-Secretariat of Small and Medium Enterprises of the Secretariat for Industrial and Productive Development of the Ministry of Economy. It is responsible for the restructuring and restructuring of micro, small and medium enterprises, promoting productivity, knowledge integration, digitization, real employment, value addition, local development, regularization, internationalization and competitiveness, as well as meeting international principles of international management and financial cooperation. On September 30 and October 5, 2021, the loan agreement referred to in the first text was signed between the Republic of Argentina and the Central American Bank for Economic Integration (CABEI) (cf., CONVESR-#2026-1456-1921).
That, pursuant to that agreement, the Ministry of Economy (RESOL-2023-119-APN-MEC) dated February 13, 2023 Resolution No. By 119, the “Operating Regulations of the Pilot Program for the Digital Transformation of Argentina IF20, 22-APN-SSPYME#MEC) integrates the said measure.
The Department of the Sub-Programme of the Executive Management of Industrial and Productive Development of the Secretariat of Industrial and Productive Development of the Ministry of Economy and the General Directorate of Special Programs and Projects performs administrative, legal, financial and procurement management; In addition to the instrument of procedures for contract, acquisition, budget, accounting record and report of the project, in support and coordination of the Sub-Secretariat of Small and Medium Businesses.
2023 The International Economic and Financial Affairs Secretariat of the Ministry of Economy, through reference number-2023-29335172-APN-SAEYFI#MEC dated March 16, 2023, “Special Accounts for Exporters within the framework of the 66 BCA, within the framework of the 66 BCA, Adaptation of the Operational Regulations for the agencies executing loans with external financing”.
By reference number-2023-38722187-APN-DGPYPSYE#MDP dated April 10, 2023, the above-mentioned General Directorate of Departmental and Special Programs and Projects, within the framework of its own activities, was sent based on the provisions of ENT Decree No. 201, 7 AL of November 17, 2011. The American Bank of International Greek Economica (CABEI) has no objection to the proposal to change the terms of operation of the program requested by the aforementioned International Economic and Financial Secretariat.
There is no objection to the new edition of the Scheme Operating Regulations vide Note Ark-003/2023 dated April 26, 2023 (cf. IF-2023-47570548-APN-SSPIM#MEC) dated April 26, 2023.
The Permanent Legal Service of the Ministry of Economy has intervened in its charge.
Powers conferred in the Act on Ministries up to 1992 and its amendments and Ordinance no. The action was published in Article 4 of 605/21.
