Police guarding Martin Vizcarra leaked intelligence by Hugo Misat Policy

In the audio, the non-commissioned officer told Misat: “I am telling you that some police intelligence has arrived. You understand me, right? “I'm asking permission to play ball, for example, I'm going to throw a drink.”

Vizcarra is obliged to request judicial authorization to travel outside of Lima because of the appearance with restrictions in the case of Lomas de Ilo and Hospital de Mokugua. Although the prosecutor's office did not object to these trips, it demanded that the former president abide by a code of conduct and not engage in activities outside of work, such as proselytizing activities.

In another communication dated December 17, 2023, a non-commissioned officer expressed interest in proselytizing in favor of Viskara. Zambrano accused himself of being an active police officer from testifying before the “Punto Finale.” Members of the PNP are prohibited from making statements to the press without the approval of the organization command and other bodies of that organization.

Possible crime

Lawyer Juan Jose Santivañez, an expert in police law, assured that Zambrano, a non-commissioned officer, could not provide any type of confidential information.

“We are saying that the information they have is based on intelligence and should only be known by those in the security or surveillance team. […] When a person shares confidential information with others, it may be linked to an issue related to internal order or citizen security. Here, if it happened, we can talk about the commission of the crime of treason,” he said in “Punto Finale”.

In that case, the non-commissioned officer should be tried by the Supreme Military Court, which is responsible for police and military crimes, the lawyer noted.
