La Molina-Miraflores tunnel to be built by PPP with 30-year toll, says Mayor Daniel Useda | economy

One of the major pending projects is the La Molina-Miraflores tunnel. What is the status of this job?

Unfortunately, this project was archived by the Municipality of Lima in 2019. After speaking with the mayor of Lima, Rafael López Aliaga, and his municipal managers (to restart it), a (municipal) ordinance canceling its archive will be approved. The ordinance will be issued in two months. With this, the tunnel is revalued and saves three years of “allowances”.

Are there companies interested?

In fact. Three foreign construction companies are interested in the tunnel, from Spain, Portugal and China. It will be done under Public Private Partnership (PPP) mechanism with a 30-year lease. The estimated investment is around US$ 700 million.

What is the objective of starting the works this year or next year?

It is enough for me to lay the first stone. I was the main person interested in the development of this great road work and I communicated this approach to the Mayor of Lima. This work will not only connect the five districts, but also the highway connecting the districts of La Molina, Pachacamac and Cinequilla, connecting it to the southern zone.

Road work only for La Molina?

A major problem in La Molina is traffic congestion, as the district has only two entrances, Javier Prado and Cerro Centinela. If the neighbor doesn’t leave before 6:30 a.m., it can take two hours to get to San Isidro or Miraflores by either of these routes. Next to the La Molina-Miraflores tunnel, a viaduct will be built through Sepadorora Industrial avenue, which will pass through Los Quechuas avenue and gain access to Canada. It will probably be undertaken by the Ministry of Transport and Communications (MTC) as a public undertaking.

As for private initiatives, there are two shopping centers to be built in La Molina, one from Parque Araco and the other from Cenkosud. What position are they in?

When the municipal administration started, Cenkosuit Mall was not given an operating license. Unfortunately, some entrepreneurs are in the habit of building first and asking for permission later. In the case of Cencosud, it is not a road impact study, which is important. This shopping center is on Raúl Ferrero Avenue, which is a two-lane road, and if we already have this problem now, imagine the increase in traffic.

Do you already have an operating license in the case of Cencosud?

Not yet, but we’re about to give it to you. After long conversations, we have reached an agreement and they are complying with what was requested, for example, they are not going to charge for the 400 parking spaces they have, in addition to building an entrance from another side. A year. We have also agreed to help us in community management to improve the parks. In the case of Parque Arauco, they do things well. I have given them my opinion that I don’t want traffic problems and they have listened to it and have shown their great desire to improve the entrance areas like opening a lane.

La Molina will not give up territory for social housing

Last week the Ministry of Housing went ahead with the administration, requiring municipalities to set aside 10% of their territory for this type of housing, in the Social Welfare Housing Regulations (VIS). Will La Molina make it?

No. What I am going to do is respect municipal autonomy. Unfortunately, I can’t allocate space for social housing when I have traffic problems every day, so if a lot of social housing is built, we’ll collapse.

Is the action not being followed?

I believe you cannot standardize all districts because we are different. Each district has a different reality, and I have to see that every day, as the head of the Commonwealth of Lima-Este. Therefore, it seems absurd to me to send a law as it is, in which everything should be the same.

For example, the mayor of Surco found that real estate agencies were building apartments, under VIS parameters, in avenues such as Caminos del Inca and Sacarilla del Estanc. As he affirmed, a house is far from being classified as a society. Have you found such cases?

In the La Molina sand quarry on the Pacchamac border, I found construction companies that VIS wanted to build, implicitly, more than 4,300 houses. These real estate companies plan to change the zone to build a housing complex, considering that the district’s water and drainage networks are more than 61 years old, causing heavy traffic congestion and jeopardizing access to basic water and sanitation services.

Walls and wires
