Consider:
Through the file cited in SEEN, the authorization of the National Reference Project of the Argentine Population (POBLAR) and the institutional structure of the Genomic Biobank was processed, the creation of the Federal Network of Notes and the organization of the POBL Genomic Biobank of the Argentine Population.
The POBLAR project was created by RESOL-2021-360-APN-MCT, under the orbit of the Secretariat of Planning and Policies in Science, Technology and Innovation of this Ministry, with the objective of designing, launching and integrating a biotechnology. Relevant data from the Argentine population contribute to the creation of a biobank of open basic data of obvious importance for any biomedical and population genetics research considered a priority for Argentina.
By the same executive act, Dr. Rolando Gonzalez-José was appointed as the executive coordinator of the aforementioned program and an advisory board for POBLAR was created.
Focusing on the development of the POBLAR project, the need to replace the number of Advisory Boards where the project has been functioning till date with a Board of Directors with another role, functions, responsibilities and powers is being observed.
On March 3, 2023, the Ministry signed a Framework Agreement for Cooperation and Mutual Technical Assistance with the Ministry of Health. Implementation of inter-ministerial cooperation activities within the framework of the objectives of joining forces and their respective competencies.
Specified minute no. 1 (CONVE-2023-31870441-APN-DDYGD#MCT), the parties agreed to establish cooperation and coordination relations in the area of biobanks to promote both the POBLAR program and the national. A biobank of biological samples associated with pathologies of high impact and/or relevance to public health.
At the regional level, the POBLAR project is structured around working and research groups linked to institutions from different parts of the country, acting as “federal nodes”.
By RESOL-2022-1190-APN-DIR#CONICET with regard to the nodes formed by the National Council of Scientific and Technological Research (CONICET) affiliated institutions, the Board of Directors of the Council resolved to “merge CONICET. Nodes with the program POBLAR”, in accordance with the standard operating protocols and terms of free and informed consent agreed within the framework of the program, authorize and/or provide them with the activities of integrated collection of genetic, phenotypic and lifestyle data.
Since its inception, the POBLAR project has undertaken activities aimed at strengthening the fronts, including provision of tools, training of professionals, supply of materials, as well as various communication activities, preparation of manuals and standard operating procedures. Administrations.
Funding of necessary equipment and personnel from each node will be carried out within the framework of the specific cooperation agreement signed with this Ministry and the InnovaT Foundation (CONVE-2023-59855234-APN- MCT and CONVE-2023-97767092-APN-MCT, respectively).
In this event, it is necessary to strengthen the project’s organizational structure and capabilities by providing organizational structure to progress in its objectives.
As such, it is considered appropriate to formalize the creation of a federal network of nodes of the POBLAR project.
Finally, it is appropriate to establish the activities of the Genomic Biobank of the Argentine population, which stores biological samples and related data, guaranteeing their quality and the rights and interests of the participants, ensuring their distribution in high value projects, beneficial to the health of scientific and social populations.
The Director General of Administration and Director General of Legal Affairs of this Ministry have intervened in time within their jurisdiction.
Ministries Act no. 22,520 (to Decree 438/1992) and its amendments and Decree no. 07/2019 and no. This action is decreed based on the provisions of Article 23 of Decree 640/2021.

Solves:
Article 1.- Repeal Article 3 of RESOL-2021-360-APN-MCT “Consultative Committee of the National Reference Program and Creation of the Genomic Biobank (Popular) of the Argentine Population”.
Article 2.- Create a Board of Directors of the National Reference Program and the Genomic Biobank of the Argentine Population (Poplar), created by the head of the Secretariat of Planning and Policies, the President who will play the role of this Ministry, two (2) of the National Council of Scientific and Technological Research (CONICET), one (1) ) representatives of the Innova-T Foundation, one (1) representatives of the National Inter-University Council (CIN) 1) ‘DR. Representative of the Trust. Research and development in information and communication technologies Manuel Sadosky (SADOSKY Foundation), and one (1) representative of the Federal Network of Notes of the POBLAR project. Representatives shall serve for two (2) years from the date of their appointment.
Article 3.- Approval of the appointment of Dr. Rolando González-José (DNI Nº 23,600,840) as Executive Coordinator of the National Reference Program and Genomic Biobank for four years (four years from publication) of this resolution.
Article 4.- Recognize the structure of tasks, responsibilities and relationships of the National Reference Program of the Argentine Population (Poplar) and the Genomic Biobank. The MCT is an integral part of this Resolution.
Article 5.- Create a federal network of population project nodes, which Annex II IF-2023-125410316-APN-SPYPCTEI#MCT is an integral part of this resolution.
Article 6.- Advises within the framework of the National Reference Program and Genomic Biobank of the Argentine Population (Poplar), which is an integral part of this Resolution Acts-III-20X-20X-201 APN-SPYPCTEI#MCT of the Genomic Biobank of the Argentine Population.
Article 7.- To entrust to the Secretariat of Planning and Policies in Science, Technology and Innovation of this Ministry, to dictate the rules and specific administrative actions necessary to guarantee the operation of the Genomic Biobank of the People.
Article 8.- Thank you for the services provided in carrying out the functions duly entrusted to them as part of the Advisory Board of the Argentine Population (Poplar), the National Reference Project of Genomaco and the Genomic Biobank. Population Argentina.
Article 9.- Register, contact the Secretariat of Planning and Policies for Science, Technology and Innovation, publish it in the official register and, when completed, archive it.
