However, between 2023 and this year, Velev won six public tenders for a total of S/2,265,546. The sum of the two amounts exceeds S/5.5 million.
The company linked to William Zegarra, dedicated to the sale of cleaning services and specialized products, has not had a contract with the state since 2017, according to official reports. But in July 2021, in December 2021, Boulwart began his administration as Minister of Development and Social Inclusion (MIDS), and as President in December 2022, hiring has been frequent.

Six new contracts
In June 2023, the National Service of State Protected Natural Areas under the Ministry of Environment awarded a contract for cleaning services at its headquarters for S/329,994.
A month later, the institution achieved similar service, but in a special legacy program, assigned to the Presidency of the Council of Ministers (PCM). The contract amount is S/339,984.
On December 28, 2023, Wheelev received a contract for S/345,600 in the Mivivienda Fund, which is dependent on the Ministry of Housing, Construction and Health.
In January 2024, the aforementioned company received three contracts with the Midis project Khali Verma, and with the Supervisory Board for Investment in Public Transport Infrastructure (Ositrán) linked to PCM for S/1'249,968.
Velev won three of the 12 contracts in a consortium with Ankhrian Representaciones SAC, founded in 2013 by Anibal Zegarra, brother of William Zegarra.
Another family business
Ankhrian representatives, dedicated to sanitation services and urban transport, began winning contracts with the state in 2022, according to Sunat records.
In March of that year, it won a tender for S/282,000 in the Ministry of Agriculture Development and Irrigation's Irrigation Sub-Project (PSI). Two months later, another contract was awarded to Khali Verma for S/297,600. In both cases it won a consortium with Welev Servicios Generales.
At the end of January, it won another contract at Qali Warma for S/613,968 for cleaning, maintenance and fumigation services for the headquarters offices of the above projects.
In 2023, Anibal Jegara's company, separately, received a direct contract at PSI for S/119,725.

The newspaper tracked down William Zegara at his registered address in Renick. Neighbors said he had not lived there for eight years. The same thing happened to Anibal Zegarra. Messages were left for both, but there was no response till the report was completed.
Last May, Zegarra denied receiving improper favors in his contracts to El Comercio. Due to differences with the CDA management, he had left Boluiarte. However, he recognized a closeness between them: “[Boluarte] He went to my wedding. He also came to our house for my daughter's baptism. […] While he was president of the club, he hosted a party to raise funds for his campaign. [a la alcaldía de Surquillo, en el 2018]. We went there [a apoyarla]”.
The palace press office indicated that it was not appropriate to issue a statement as they were contracts with other companies. Earlier, they denied that Boluarte had interfered in the tenders: “President […] “He has no authority or participation in any contractual process.”
Other employees
Welev public services received services in regional organizations or dependencies.
In the High Court of Apurímac, in the Administrative Administration of the Public Ministry of La Libertad and in the Regional Government of La Libertad led by César Acuña (APP), he received a total of three contracts from July 2023 for S/2. ' 639,520.
