Consider:

Article 41 of the National Constitution establishes: “… all citizens enjoy the right to a healthy, balanced environment, conducive to human development and productive activities to meet the needs of the present without compromising the needs of future generations; They have a duty to protect it…”

Our country Act no. 24,295 approved by the “United Nations Framework Convention on Climate Change” (CMNCC), whose objective is to achieve stabilization of greenhouse gas concentrations in the atmosphere, preventing dangerous anthropogenic interference with the climate system. , through which the Argentine Republic communicates its strategies regarding climate action, making its commitment known to the international community as part of its state policy.

On September 1, 2016, Law no. By 27,270, the Argentine Republic ratified the Paris Agreement, signed in Paris, French Republic, on December 12, 2015, whose objectives are to limit the average increase in global temperature to 2. Efforts to double to 1.5 ºC above pre-industrial levels by the end of this century and to achieve climate neutrality by 2050. Likewise, it creates a financial assistance mechanism to support developing countries. to the adverse effects of climate change.

From an analysis of greenhouse gas (GHG) emissions generated in 2018, it appears that seventy-six percent (76%) of the first place was produced by the energy sector globally. For its part, in the Argentine Republic, the percentage has been reduced to fifty-one percent (51%) of the sector’s emissions.

In its Sixth Assessment Report (AR6), the Intergovernmental Panel on Climate Change (IPCC) stated that global greenhouse gas (GHG) emissions recorded in 2019 should be reduced by forty percent (40%) by 2050. In Article 2 of the Paris Agreement. Likewise, through Article 4 of the above-mentioned agreement, countries are invited to develop and present long-term development strategies with low greenhouse gas emissions, and in its paragraph 19, it is recommended to the parties: “try to discern and communicate” their strategies, “in the light of different national circumstances, but their general but taking into account different responsibilities and respective capacities” (UNFCCC, 2015, p. 7).

Resolution No. dated November 26, 2019 of the former State Secretariat for Environment and Sustainable Development. In line with the climate commitments adopted by the Argentine Republic at the national and international levels, its long-term climate policies were reinforced by its second Nationally Determined Contribution (NDC) of 2020 and its renewal for 2021.

Resolution No. dated October 29, 2021 of the Energy Secretariat of the Ministry of Economy. By 1,036, the “Guidelines for the Energy Transition Program by 2030” were approved, including the content of previously approved projects on energy and climate issues. and laid the foundation for the future development of the energy transition program.

In accordance with Article 4 of the Paris Agreement, the Argentine Republic presented in November 2022 its long-term sustainable development strategy with low emissions until 2050.

That is to say, in order to achieve carbon neutrality with less greenhouse gas emissions, we need to consider the current environment of our country and the fundamental role of its energy matrix in its development, which is consistent with sustainable development.

To achieve the above objectives, greater efforts are needed based on international cooperation in accordance with the principle established in the United Nations Framework Convention on Climate Change (FCNCC), in the light of national circumstances, with “common but differentiated responsibilities and respective capacities.”

In accordance with the long-term resilient development strategy presented by the Republic of Argentina, the energy transition must be fair, affordable and sustainable, and at the same time have social, economic, fiscal, financial and credit sustainability.

Order dated December 19, 2019 no. According to Section IX of Annex II of 50 and its amendments, this Secretariat is assigned in its objectives: Intervening in the preparation and implementation of the National Energy Policy, plans, plans. and programs in its area of ​​competence, promote the use of sectoral policy promoting rational exploitation of natural resources and protection of the environment, promote the use of new energy sources, understand the design and implementation of energy policy studies. , conservation, recovery, conservation and development of natural resources in the area of ​​energy.

In relation to the aforementioned objectives of this Secretariat and the commitments adopted by the Argentine Republic at the national and international levels, proper planning is necessary in terms of energy transition, considering climate action as part of state policy. Big changes are happening all over the world.

That is, in cooperation with the Energy Planning Sub-Secretariat of the Energy Secretariat of the Ministry of Economy and its technical areas, this Secretariat developed scenarios and guidelines for planning and fair operation of energy by 2050. transition.

That energy is a central vector for the economic development of the Argentine Republic, so energy and economic policies must have a joint and clear perspective, within an approach, in its energy transition, energy resources, constraints macroeconomic and considered. Our country has obligations to become a dynamic sector that helps solve social, productive and energy challenges that structurally sustain the quality of life of its citizens.

As a result, the document “Guidelines and Scenarios for the Energy Transition to 2050” was prepared, which contemplated the development of three (3) possible energy transition scenarios that seek to significantly reduce greenhouse gas emissions in the Argentine Republic.

Based on what has been said in the previous recitals, it is necessary to approve the document “Guidelines and Scenarios for the Energy Transition to 2050”, which is Annex I as an integral part of this resolution.

The Permanent Legal Service of the Ministry of Economy has intervened in its charge.

Order dated December 19, 2019 no. 50 and amendments thereto are issued in exercise of the powers conferred by Section IX of Annexure II.

Solves:

Section 1.- Approved the document “Guidelines and Scenarios for the Energy Transition to 2050”, which forms an integral part of this Resolution as Annex I (IF-2023-70141327-APN-SSPE#MEC).

Article 2.- All areas dependent on this Secretariat are instructed to be aware of this action.

Article 3.- Report this Resolution to the Committee on Energy and Fuels of the Honorable House of Representatives and to the Committee on Mines, Energy and Fuels of the Honorable Senators of the Congress of the Honorable Nation.

Article 4.- The Energy Planning Sub-Secretariat of the Energy Secretariat of the Ministry of Economy is instructed to communicate this resolution to the National Cabinet on Climate Change and thereby to all ministries in the joint line to receive it. and contributions from other parts of government.

Article 5.- Both the Institutional Energy Integration and the Energy Undersecretariat of the Ministry of Economy, both the Energy Secretariat of the Ministry of Economy, are instructed not to implement the Council and the Ergektor. and for all the transitional provinces and the autonomous city of Buenos Aires addressed here, and to develop mechanisms that can be fostered by the contributions of each province to face future challenges.

Article 6.- The Energy Planning Sub-Secretariat is hereby instructed to develop coordination procedures with civil society and the public and private sectors and compile the contributions received for future editions of the document “Guidelines and Scenarios for the Energy Transition to 2050”.

Article 7.- The Undersecretariat of Energy Planning is instructed to develop and articulate periodic updates of the document “Guidelines and Scenarios for Energy Transition to 2050” along with the evolution of energy transition policy, along with new projects developed. The first update should be done before December 31, 2024. Thereafter, the following updates shall be made every five (5) years.

Article 8.- Communicate, publish, give to the National Director of the Official Register and archive.
